Because to admit to a reverse split would be the final blow. They will keeping stringing it out as long as they can dump $.0001 shares.
When they reverse split, they'll just say, "We weren't planning on it yesterday, but today, we had no choice".
All the current holders will bitch and be wiped out, but they'll just start over with a higher stock price (nominally because of the RS, not actually) and pump and dump again.

Arnold, To answer your question, I don't know,

I have no feel for the people running the ship,

they could have said no R/S so people would keep buying while
they keep dumping,

or they could have said it because they meant it IDK,

they are not open, (they, may only be 1 person)

so it's hard to get a gut check on it,
