That's a paint..trying to control the charts.
12,994,877 shares trades from 15:40:43 to 15:59:47 price dropped from .0092 to .0086 and was already dropping rapidly before that in the previous 15 minutes..Someone was trying to get the lowest price they could before close.

It's why I only buy/sell "All or None".

I got hit with a partial fill of 14 shares before and they charged me the full commission twice.
