Yep..INET is quite hard-headed. Or Butt-headed as they say in Cow Country.

He ain't got a clue as to the production capacity of the Valimed assembler. Nor the demand for the doo-hickey out in the real world.

But he is smarter than WMFT. Maybe not as literate, but smarter nevertheless. Maybe his advantage is that he never studied philosophy, nor psychology. Not as much to unlearn.
