Hemp farming is legal federally but limited to agricultural pilot programs on a state by state basis. Indiana being one of those states. Coinkydink?

Section 7606 authorizes "agricultural pilot programs" which "study the growth, cultivation, or marketing of industrial hemp." Thus, sales and marketing of hemp raw materials is allowed under the research and pilot programs authorized in Section 7606.
For commercial hemp farming in general it is still in conflict with federal law, just as medical Mj is. States are passing bills to allow hemp to be be grown commercially.

That is where the FDA comes in. I have heard that the FDA is going to leave it up to the states. That is where the FEDS wan't to leave it all the way around JMO.
