Most insiders have certain windows of the year that they are allowed to participate in a buying program, so it's not easy to just say "they should be buying shares down here". My guess on the low volume is some longs got out with a loss and are hesitant to buy back in until a bottom is formed, which causes lack of buying conviction. I'm not seeing much selling with conviction either. I have seen this similar scenario play out before, and I always came out ahead if I was patient. I can't speak for anyone else but I'm not selling down here. We are at pre-development Oct '13 prices where no revenue models were set in place.
