He is using the fully diluted share count, yes. I believe they are at just about 13.6M shares outstanding and 19.5M or so fully diluted by my math.

If we assume that the stock goes higher (which is why we are all here) and all of the debt is eventually converted to equity and all options/warrants are exercised the worst case fully diluted share count is 20 million. It was ~9 million shares and then towards the end of last year there were quite a few options granted to Doug, Umesh, and Rick that if I remember correctly were already in the money when issued.

Maybe it is 19.0-19.5 million shares FD. I'm just using 20 million as a worst case scenario.
