The global movement to reduce emissions is shared by Nicaragua government. IMO the final changes were made and submitted to the financial institution. You have no idea what the cost to compete with is!
There is a large need for electricity in Nicaragua. Oil is generally not used very much for electricity generation. I do not think the declining price for oil will affect the Nicaragua deal. I do think as the price of oil and gasoline declines that the interest in more expensive biofuels may decline.
