I received a response from GNCP Friday within minutes. It cleared up a misunderstanding that I had about controlling shares, an reassures of the free float qty.
After the remaining 1.5 bil is retired and before the buy back I will have more than 1%

The number of stockholders on record is 79.

No control shares but large blocks are still held by Note Holders, they are in the "Free Float" number; therefore on deposit with the DTCC. If any of those positions exceed 10% of the outstanding shares; they are obligated to notify ourselves.

The current "Free Float" (DTCC Deposits) is: 14,361,166,231. This is a 1.95 billion reduction and another 1.5 billion are still pending removal and cancellation. =(12,861,166,231 FLOAT)

The OTC Markets Profile is updated timeously to reflect outstanding shares.
