But even if the RS gets the YES vote, still doesnt mean the company will implement it, also in the filing it says it can happen as late as Dec 31, 2015, so they can wait till the share price goes up organically. So it would still be a big question mark if and when it would happen.

This is always the case for penny stocks, the vote always goes through despite retails saying they are voting against it.
