have you read both (03 b 12184 and 01 b 27326)? Under findings of fact (01 b 27326) read section a (page 4 of the .pdf). Makes me wonder what he is really doing at rshn. As far as do I think this is one and the same guy, so far on all of the info I have read, yes. I am still researching and trying to confirm (which has proven difficult).
