I am happy that they have at least given shareholders an update but this paragraph below says it all along with the no response from markets after press release.

It must be noted however, that whereas the necessary commitments outlined in the above paragraphs have been achieved and are favorable to the Company, they have yet to be completed by all parties and therefore there is no guarantee that all of the necessary agreements will ultimately complete as outlined or at all.
