IMO the MM's will not allow the shorts to short small to bring the stock down in price and buy large to bring the stock up to the same point because any consistent strategy that is successful on the part of the buyer/seller eats into the MM's profits. So from this standpoint the only maneuver that could be successful is to induce panic, but that has been tried before and hasn't worked. The owners of the stock are too knowledgeable. Seems like stalling, and increasing the short total, is the path of least resistance.
