As of now, MM's are still in control, the only control investors have at this time is to buy at the ask. If you want to sell, the brokerage houses won't take a limit order to sell below 0.001 - your only recourse is to sell at market price. MM's can pay whatever they want for your shares, that is, buy at 0.00001, 0.000001.. etc.

Those trades that you see passing at 0.00098, 0.00097 and so on are (most likely) among MM's -

Shares for less than .0001 are only available to MMs. On rare occasions, retail buyers are thrown a few shares below .0001 when you sit on bid.
