We are all guessing now. The CEO was with DHS Holdings which was eventually halted by SEC, and is also now President of First Colombia. Both companies seem to follow model of dilution through using convertible debt as a business strategy ; to get price back to $.001 or even $.002 a few good press releases probably will do it.

Probably IR guy could answer question if someone can reach him.
