I think you read it wrong. Doesn't say anything about US stock markets closing at 2 PM.

"In observance of the New Year's holiday, the US bond markets will close early at 2 p.m. ET on Wednesday, December 31, 2014. In addition, both the US stock and bond markets and the Federal Reserve Bank will be closed on Thursday, January 1, 2015."
