Your post is incorrect in saying 'everyone has walked away'. The DOE has not given an answer on the appeal either way. That can be verified via the DOE Freedom of Information Act. I got a response saying it is still in appeal. And China has not walked away, as EXIM is in the process of the LOI. The Japanese plant plans were derailed due to the massive earthquake and money all put towards shutting down Fukashima as many projects were halted from that horrific disaster.
