The president never valued the company at $2.00. In November, while he was responding to a Russian oil company purchase, he mentioned that NDOL has 10% of the sale company's reserves, so it should translate to $2.06 per share. This was not an official value estimate, but he was making a point as to how the stock is undervalued. See excerpt below:

In addition, if we compare value for value, Nord Oil has 10% of the reserves of PetroKazakstan, which is valued at $4.4 Billion USD and therefore should translate in Nord Oil's value to be $440 million USD or $2.06 USD per share, making the current stock price truly undervalue," further added Mr. Makarov.
