The taking of fannie and freddie was viewed as a way to removing it from existence. There were many individuals that wanted fannie and freddie replaced. The C-Ship was a perfect way to do that under the facade of saving them. I know I sounded like a conspiracy theorist but it is widely know that the removal of fannie and freddie has been the goal of certain individuals for awhile because they wanted to remove the government from the MBS market in exchange for private funds.
