INCC has let a competitor get a FOOTHOLD into the market because they ( INCC ) HAVE no REAL resources, just the gift of PROMO……….

3D did the same Chaffee County expansion as INCC promoted, in the same timeframe…EXCEPT INCC's competitor had resources to pull it off…….

and they APLLIED for a license instead of INCC's "just TALKING" ABOUT IT,
