In theory that is what 3x leveraged ETFs are. They have to say that. That same wording would go for all leveraged ETFs. That doesn't mean that they won't and can't sustain rallies i.e. JNUG performance Dec 13 to March 14 and beginning of June 14 to Mid Jul 14.
