I'm not an engineer, but it seems to me that if their buoys and the mounting systems are secure and solid, designed so as to allow the storm to pass when they were in a safe position (that they would put themselves into in a high wave scenario) such as all the way up latched only to be reset by the power company crew, this could be done. When the waves get to storm proportions, which I think would cause them to slam up all the way, the buoy would snap into its "safe" position to ride out the storm. A simple flow switch would alert the crew of a problem and after assessing the issue, they either ride out the storm or reset the buoy, depending on whether it's a storm or a nuisance trip.
