Yep. That's why in Mexico it's hard to get anything done right. The level of intimidation is horrendous!

No sooner than you have competent, dedicated people in place then someone at high levels of government comes along and installs a crony and that person wrecks havoc with the dept he or she is overseeing by running everyone effective and who know their job off who worked there before and giving the positions to his friends and extended family.

It's why Mexico doesn't work and also why people at the street level are so generous and thoughtful.

A kind word or action get a HUGE response in Mexico. A friend in Mexico is a friend for life. And an enemy in Mexico is as dangerous as it gets.

Adi worked for the Mexican equivalent of the IRS. My friend Xochi worked as a dept head for years in Seguridad Publico, the equivalant of FEMA till she was run off by some bad ass with no background in the field.

As a result of connections like these, I am only two degrees of separation from Vincente Fox.

That's not saying much, but it is kinda cool.
