My speculations:

1) saving for 300th anniversary of 1715 fleet for more exposure? Would be big.

2) waiting on salvage permit? The state is slower than snails.

3) the super double secret plan?

We will get our answers eventually, everything has taken longer than expectations but our questions have always been answered.
