Thanks PegnVA- I also put out some feelers and found this on who put it into the spending bill, unconfirmed: It was introduced by Kevin Yoder, a Republican Congressman from Kansas.
So it seems it was introduced and passed with bipartisan support. We have been sold out by both parties, which does not surprise me. Right now I have more respect for Elizabeth Warren than for all the rest of them put together.
