to your first point, once the company found out that the TA had ~4.1 billion issued on their record for the OS, and the company had ~3 billion on their record, they started investigating this, but they used the higher number, which included these shares to be safe.
The market has been operating under the assumption of 4.1 B OS. THE OS will get reduced to 3.6 B. It does not seem to difficult to comprehend.
As for why they waited, they probably needed to do more research into how this went down, and , perhaps, run a company.
We all saw the Titan and seven mile shares. we all knew they were the shares referenced by Ed way back when. The company was defrauded at a time when it was vulnerable. It will not happen again.
Now we have a double whammy, a short squeeze and OS reduction.
