I didn't say he approved directly but since Saddam gassed his people Bush41 publicly blamed the Iranians when he knew otherwise. He signed NSD26 in 1989 after the gassings. We continued to supply weapons grade chemical and biological weapons after the gassings. In 1989 he invited Saddam to send three of his top Nuclear Scientist to a seminar in Seattle on "how to blow up Atomic Bombs."
