FHFA can, with out a new (4th) amendment, all melvin has to do is ask treasury. it,s in the (illegal) contract.

No need of congress approval, as watr/treasury saying, for diverting funds to a trust instead of complete sweep ?? Sorry for my ignorance. Please clarify me and thanks in advance.
