According to the contract the 365K was due upon signing. Which was in May 2014 if I am remembering correct.

What services are CM Research providing to warrant such a payment?

Take a wild guess as to who is supposed to pay CM Research, the drillers who did not drill, the CEO for incredulous hours he claimed he worked at $ 350 per hour. And plenty of others as well.

Just bill the public via a hijacking of the 3(a)(10) exemption.

Scandalous IMO.
