NOBO lists are simply a record of ownership at a specific date. Evidently Reid wanted that date to be today, 28 November.

But he said he submitted the form on Wednesday. The form itself says that the record date must be set two business days from the date of submission. So Reid blew it again. The earliest record date he could have requested is this coming Monday.
