In case of FNMA - the target price is based on some algorithmic rules; It is connected to Ca**ey's hole and bypassed through his nose directly to the decaying brain.
In additional - do you believe FNMA has market price 13.9B ( due to Yahoo report ) ?? If you answered Yes - so my theory about bypass is Thrue.

Conclusion: Don't believe to everything you see on their reports.
