I don't know but the market cap is finally in line with their competitors and the risk/reward is much improved at this price. Lower oil prices, mediocre management, funding and the compentency and openness of CEPSA remain as concerns. Some appear to still believe oil prices have no affect on oil companies and that toxic debt is healthy. I guess it takes all types to make a market
