Since she is no longer practicing in Florida, there really is no need to renew it but she did anyway, irrelevant that it was late. If she was practicing, then yes it would be a big deal, but since she wasn't, it is trivial. I had a professional license in a state I no longer practice in and decided not to renew as there was no point to renewing it and if I ever want it, all I have to do is pay a fee and active again, no harm no fowl. It is the equivalent of not renewing a driver's license when you no longer drive.
And FYI delinquent status is not kicked out by any means, it just means late.
