I'm not so sure about the 'no delay' proclaimation. When formal inquiries or protests are filed, especially with government..it would seem the contract would be put in a 'temporary hold' until the complaint is resolved.
Throwing the protest flag usually means you do a review of the play, confirm the ruling on the field, or reverse the call. The game continues once the protest is resolved. Could be a day, a week a month......but this is a monkey wrench we didn't need at this point.
