What deal? There is no deal here. ADCS has identified Praxell to help them with SchoolFuel. Praxell is in the pre paid debit card business, they offer the same service to lost of companies. This association is not an endorsement of ADCS.
Anyone can call Praxell and ask for their services, then issue a press releasing stating they are teaming up with Praxell. Praxell need not consent to such a press release.
I can eat at McDonalds and issue a press release stating that I have an agreement with them. By eating at McDonalds, I agree to their customer service agreement. So, it is perfectly legal for me to issue a press release stating we have an agreement. But, this press release does not prove I am a legit business man.
