Last I looked, one mile of double 16foot high chain link fence with razor wire wasn't cheap. Along with a vault that takes 5 semi's to haul in. Maybe the shell was $800,000. But I doubt that. Add concrete permits and other costs to conduct business, 12milion is about right.
