If you look at the par value of those stocks, I think you will find they have NO PAR VALUE. It is illegal to sell shares for less than par value. Many OTC stocks thusly have Par Values of .0001. Therefore, if the stock was trading, it could only trade at the floor value of .0001 and no less. In order for stocks to trade at less than .0001, some brokerages have initiated extending the decimal discrimination for shares. therefore, those also trading above .0001, will also be allowed to trade with the extended decimal places.
