Personalizit. I was the one pointed it out originally, and as you state the 1.3 is right if the share price held at .273 I believe is the number. With the price much lower now, that amount has increased. If I am not mistaken without going back to check, the number is over 1.5 billion at .20 a share, and we arent far from that now.
