At $100k/billion shares @ .0001 or lower, that's not a lot of money for accredited investors and mutual funds . Many institutions/mutual funds can't buy pennies due to charters forbidding managers from purchasing penny stock. But there are no restrictions on mutual funds and some even specialize in penny stocks.

As far as it being over, what is there left to look for. It's kind of like Hitler in his Berlin bunker near the end of the war and he's still making miniaturized scale replicas of his super city to be built after the world is conquered.

Anything is possible because management made sure commons know nothing.
