Why don't you just email all IDA members who voted for the new development plan and ask them straight out on which information they based their decision? There are really just two options. They made their decision on these publicly available information you quote in which case they seem ignorant and misplaced in their function. Or they possess non-public material information about a funding to come into effect in which case they should not be allowed to act on them and hence not be allowed to vote prior to the company releasing the information to the general public.
