Doesn't this go against what the gov't has been arguing in court? That FHFA is not an arm of the gov't and that Treasury wasn't an influence on FHFA to create the 3rd amendment? If Watt says Treasury must end the sweep, then Treasury does have an influence on FHFA sooo.... Lol?
