Listen dude... if the stock is above $2.50 you can short it through most onshore trading houses. If it is below $2.50 you either have to be in the Bahamas AND/OR you have to have $2.50 margin coverage.

So, for example, APDN @ 5.00 was easy to short... but if it goes below $2.50 it will be hard to short hence shorts, ahem..., will cover before $2.50.
