As you well know, the State provided scoring on all applicants. Most choose the privacy route but everyone is on that list. Until GB releases their score, we do not know where they are on the list, next or last, but they are on that list. CC can deny the approved by the state companies until it correlates to the 18 they have already locally approved.
That is my position, that local councils have final rule on who they give business license to regardless of the ranking, and the State has agreed with that process.
