Reread the filing. The listed shares owned is dated September, which was when the RS was first filed and approved. They have since returned those shares. Likely they were only issued so that they could RS without a vote. Then they returned the shares and gave themselves new shares that are RS proof.
Most everything in the filing is dated as of September, so there is now way to know the current OS. At least they are not and have not been diluting though.
