This represents the first half of the first order, or around 585 units, remember the 560#? Double 585 and you get 1170.

Double 21.5M and you get the 43M, plus consumables, installation, maintence etc. If the order was 21.5M for 1170 units, TSA would be buying 7500 of these? Half that or 3750 units for 162M sounds more on par to me.
