Because it isn't. Caliber and iBio can now make as much Zmapp as they want with our superior technology, but they would be doing so without the backing of the government. Gov. Perry himself has stated he's waiting for the green light. By green light I mean THE green light for profitability. The government needs to give the go ahead before we can be assured that the cost of production is covered.
