Free, I've seen a situation where a small company chased gov. energy related grants. They were successful in both state and EPA grants and loans. The drag, however, from time spent chasing the grants, dealing with mountains of paper work, red tape of all sorts, delays, bureaucratic oversight, follow-up, etc was enormous.

I would choose a company that has a plan for making it more independently--like QMC, hands down, over a company that directs significant energy into chasing yesterdays grant guidelines and trying to please inefficient gov. agencies. The speed of business, I think, is much faster than the speed of goverment funding and grants (both private and public). Savvy joint ventures are much much smarter than chasing the illusion of free money. IMO
