Pre-clinical rarely takes this long...10 years is common for oncology drugs including long clinical trials. AND. If you go back over the last almost 10 years of pre-clinical development, you will see multiple waves of financing and much publicity over how efficient the company is. Then one day you wake up and realize that it is taking a really long time and costing a boatload of dollars to get to tox (which still isn't in the clinic).
