Ghana mineral and mining act of 2006 section. 83

Qualification of applicant for small scale mining licence 83. A licence for small-scale mining opertion shall not be granted to a person unless that person
a) is a citizen of Ghaa, (b) has attained the age of eighteen years, and (c) is registered by the office of the Commission in an area designated under section 90(1).

MNGG is just a desert dirt scam, just like some that you are familiar with. I wonder if Joel knows the Porter family? They seem to have a lot in common.
