If the authorities in Ghana don't catch Joel illegally mining, the guys in the next claim over will be sure to turn him in. It's a moot point though, this Ghana thing is a stunt and Joel has no intention of doing any mining there.
He has watched too many reality shows on Discover channel, and fancies himself a wannabe miner. However, even Joel knows that it would be insanity to try to mine in a country where he could get robbed, arrested, killed, or simply end up throwing a lot of money away.
