Lol, And from the looks of it is by dip shit broker dealers that in my opinion have dip shits supporting skirting rules for as long as the charade can last in GNCP.. :-) Maybe I m wrong that the dip shits not playing by the rules have it all perfect and the powers at be will just go away.. lol
